Yes, BUT.. Here in the United STATES... We have this great thing called State's rights. Each state has it's own specific set of things. Laws, registered cars, taxes, even their own consitutions. Their only real limit is they can't override federal laws (for the most part, but not relevant here).
There is no federal car registry in the US. The federal government has nothing to do with individual cars beyond it's own personal fleet of vehicles. So what that means is if it was donated to a school in Wyoming (Wyotech?), drag it over the border to Utah (or preferably several states over, maybe to some backwater place like Alabama, as sometimes neighboring states will share a database) and poof, there will be zero record of that car's title. So long as it's not in the national stolen car database, and you certainly can't put a donated car into a stolen car database, then you simply have to go through that particular state's abandoned/otherwise untitled vehicle process. It's pretty lengthy and drawn out usually, because you don't want people just retitling stolen cars before they can be reported as stolen, but it is possible.
