Ok 2004 srt4 with a stage two turbo (no turbo toys upgrade) no exhaust work, and a larger intercooler running 23psi. any ideas on a quater mile time?

High to mid 13's on street radials. A 23 psi spike seems to be too high for the stock turbo, you will end pulling timing and making the car run slower. In order to get the most potential from the Stage 2 pcm, a full exhaust in required. With a full exhaust you will be looking at low to mid 13's.

i got a 13.4 with 20 hold 15 redline, only mod was a wastegate, street tires.

It will depend on the driver mod for sure... but I would say that a 13.3-13.6 should be attainable. As njshift mentioned, be sure to stay below the 22-23psi mark as the pcm will freak out at pull timing. Best to dyno to see if this is happening.
