If the oil pressure gauge is reading high all the time the signal line is grounded, pinched somewhere possibly.
Are you reading boost? Do you hear the turbo spool?

We can hear it spooling and it is working. I'm doing 60 and I jump on her and the tires just start squeeling. So it is working fine. It's just that im not getting the blow off when I let up

Not familar with the 2.4L turbo and I just looked at the vacuum schematic and do not see a blow off valve, the system uses 3 solenoids, so the next question would be are any fault codes set?
They may have the vacuum lines misrouted.

I do not see an oil pressure gauge listed, only an oil pressure indicator(light).
What are the last 8 digits of your vin?

make sure you get all your used paarts back!
and next time NEVER get an extended warranrty from a 3rd party company. They are all rip offs! You could have bought a NEW mopar shortblock for $1500, and you could have bought a NEW head for about $600-700 If they were replacing the engine for 22 hours then they could have done timing belt outside the car in under an hour. So you got double billed on that one. And 22 hours of labor in Canada could not have been more than $1500 so how in the world did you get soaked for $3300?

They said they had to swap stuff from the old and everything. I had the dealer rebuild my camaro for 1600. They said thats the cost. I dunno I've been freaking all day. To compression test and leak test and belt then swap the engine its a total of 29 hrs labour. I can't see that but I got the bill and visa statement to prove it. I'm freakin still. I figured 1500 to put in the engine. Then now the oil guage is shortage and the by pass noise isn't there when I let off the turbo.

The pink vacuum line goes to the "surge valve" (BOV), make sure it is connected to the bov and the solenoid.

Well I took th car back over today but on the way the over to the garage the car started blowing cold air while on heat and it over heated. When I got there they said the core came seperated from the rad therefore the waranty will not cover it. So after 6k, 1 hour driving on a replacement engine, the oil guage not working and no blow off from the turbo after they replaced the motor. The engine is once again shot. How I have no idea where it ran hot but I stopeed as soon soon as the guage went over 3/4. I'm going to have to go see a lawyer using the line the motor was not installed correctly and due to this I am saying the the mechanic could have very easily damaged the rad when putting it back in or tightening a clamp. I honestly give up. I don't even know if it was my rad they put in the car. They had it for 2 months. I give up on this thing. The bank can come and take it.
