Well,they have done that to me on more then one occasion so here is my fix for that.......
Being that I work alot with bearings where I work I have had to do this to more than just TIII pulleys. It has never not made the bearing life ALOT longer.
You will have to start with a pulley that is not totally seized up for starters. What I do is first clean all the old grease that may be left in it from the factory in either a parts-washer or just spraying it with brake cleaner while spinning it. If it has some play in it that is actually better than not because then the grease will have room to go between the ball bearings and the inner and outer races.
Next,I put it in a vise and with some 220 grit emory cloth I sand the rust off where it contacts the timing belt. After that I would thouroghly brake clean it off.
Then,I put it in the drill press vice and carefully drill a 3/32 hole in the slinger(metal bearing dust shield) on the side that faces the engine. You will first go through the slinger and then drill right into the plastic bearing cage inside of it where the balls ride in(that will not hurt the bearing believe it or not). Then,you need to get a needle end for your grease gun and some good high-temp grease(synthetic is fine too) and refill it where you just drilled that hole. Now the industry standard for grease-filled bearings is 30% so you dont want to totally fill then full of grease. Usually 3 or 4 pumps will get you about the right amount in there. After that it is ready to install and should be good for at least another 30k miles. Here are some pics that I took that might make it easier to just look at those. Good luck

After you get them re-greased and you are worried that grease will come out of the hole you made in the slinger just put a dab of silicone over the hole and you should be good to go
