Excatly! When you change rod bolts it can affect the "trueness" of the rod. resizing them puts them back to stock size and makes them "true"/perfect circle. That way, you have no problems when you put your new motor together. This should be a requirement, don't skip it. Also, it's inexpensive. A good machine shop will also balance the rods and pistons when they do this so make sure you take them your pistons also. If, you don't.......no biggie on the balancing for a 350hp motor
