If tis smoking all the time its a indication its rings, if it doesn it when you slow down using "engine braking", it indicates valve guide/seal wear. the higher vaccum pulls oil past he guides/seal and burns it, as you are driving you reduce vac and the problem appears to go away. Ifit does it all the time it can be both or a turbo problem.
The worn rings will show up in a compression test. If its low and you dump in a cap of engin oil in the cylinder and the compression jumps noticeably then its bad rings.
