I think I have come to the conlusion with the help of 4sfed4 that my cam timing might be retarded a tooth. I dont really notice it but I do notice that when I am starting the car from a dead stop I have not enough power and I end up riding the clutch to get the car up to speed. Once it gets past a certain pointe it will start moving strong it might even be when the turbo is fully spooled and its just the boost making the cam retard seem non existant.

When I got mine back from the dealer in '93 from the head replacement. The cams were out of time. It would only make 7psi of boost, max. I just cranked on the wastegate to get back to 11psi. It wasn't until a couple years later when the timing belt snapped that I figured it out. Once I had it back together and took it for a spin, boost shot up so fast it scared me  Backed off the wastegate to 15psi and was a happy camper.
FWIW, driving the car you would never know there was a problem. Even the couple of dealers I took the car to back then said there was no problem and it was normal. Only difference was it didn't make the 11psi of boost it did with the original head. Even gas mileage was same.
