89 csx issues

Im having a few issues with my 89 csx. My boost guage is reading negative 12 psi at idle. When I floor the gas pedal, its boosting to about 7psi. It feels about as strong as a shadow with a turbo and no intercooler. I have went over the hoses to and from intercooler. I have sprayed starting fluid over just about every "line" and all over the turbo looking for a spike in the idle. I did find a cracked emission/vacumn line and replaced but did not help. How do I figure out if my vnt is working or if my turbo is going bad? Its also not revving fast with the 7 psi when flooring gas pedal. Is there any tests I can run? Thanks

Your Engine Vacuum at Idle is Extremely Low. Manifold Vacuum at Idle should be 16-18" HG. Sounds like a Timing Belt Problem,check your Cam Timing.
