Did my 89 csx-vnt come with a wastegate or not?

No wastegate on VNT.

Correct, no wastegate on a VNT. But when looking at the turbo, there is an actuator (can) there just like a wastgate actuator. On the VNT it controls the vanes on the turbine (exhaust) side. The actuator on the VNT has two ports (nipples) one for vacuum and the other for boost pressure. The VNT solenoids make sure the correct pressure is routed to the correct port.
