Possible diaphram damage

My Ride: 90 vnt daytona
Induct: Turbo

Are you supposed to be able to blow through the bottom hose past the accuator arm?? The top one is fine I think?? I'm new to using the vnt turbo system, like it but i can't get it to boost past 7# . and i sure that the diaphram is shot can anyone give me some info on this ?? Thanks

I figured it out the guy who owned it had a mechanic that didn't understand vac diagrams.
