A VNT does allow for faster spool up. But, top end suffers due to the design of the VNT turbine section which is restrictive.
The design of the VNT doesn't make it more powerful... A T-II and a VNT are esentially the same engine except for the turbo. Comparing these two, you'll get more low end grunt (torque) out of the VNT and full boost will come on much quicker (12psi stock), but on the T-II... you'll get a bit more HP at that same 12psi at the expense of the low end. As the boost goes up, the T-II will make alot more power than the VNT would, but stock to stock, the HP difference is slight. My VNT will make 15psi of boost at WOTright around the 2,100 rpm mark. My friend's '89 T-II with a G-valve will make full boost (15 also) at more like 3,500 rpms.
A T-II is the most desireable to get as it is intercooled and has all the heavy duty drivetrain components to allow ALOT more HP. The VNT is the same, but the turbo just isn't good much above 15-16psi. I would rather have a VNT (T-4) than a T-I.
So what's the question for? You shopping for your next turbo Dodge? Anything that came intercooled from dodge (T-II,T-III, and T-IV) would be your best platform to start with as like I said, they got all the good hardware like forged crank, HD rods, etc... and better trany and brakes/suspension to boot.
