Big answer for a small question. I wouldn't put the VNT computer without a VNT myself, but others may have other opinions. As for the difference, a T2 is a standard turbo, whereas a VNT has vanes on the exhaust side that are controlled by soleniods and the computer, and open or close accordingly to change the speed/flow of the exhaust, essentially allowing the turbo to spool up much faster, greatly reducing lag.
It isn't all around a better turbo though - they're much smaller, and have to spin much faster to create the same amount of boost, can't support as much boost and flow, are more expensive to work on, and hard to find parts for (if specific to VNT).
That said, I love my VNT, but I wouldn't use it for a track car. It's a great turbo for on the street and the highway, however, but if your engine isn't a stock VNT setup, I wouldn't bother converting it unless you plan on getting a VNT28 or [if you can find one] an S60 VNT.
