They made them for driving schools, so one instructor could have 3 students at once and they could all take a turn without swapping seats......

It means that the rear wheels steer as well, usually point the opposite way to the front wheels at low speed for tighter turning circle and at higher speeds point the same way at smaller steering angles for "lane changing" that keeps the car more or less parallel while moving across. Not quite sure what they do if you throw on full lock at 100mph though....
Personally, I just think the engineers got together one day and said, "Lets add something else to add weight and go wrong"
Edit: Just thought, some models with 4 wheel steering had a parking mode where you could get all the wheels to point the same way with lots of lock so you could slide into parking spots easier.
