Anyone turbo a 1G neon

There is a guy I know here in town that had a kit installed on his 98 DOHC NEON and he got screwed over. The shop closed and he had to go to court to get his car realeased.Right now his neon won't rev over 3000 rpm. What does he need to get around the Map sensor and what kinda of ecu mods will he need?( I think that might be why it won't rev) I figure he will need a SAFC. I am going to try to help him get it going and I am hopeful someone has done this on here that can give me the right path to go. I probably would not have bought this kit. Well I know I wouldn't have. That is beside the point and he has no idea on what to do. If you got links send them on. I kinda feel sorry for the guy cause he has alot of cash in it now.
