yeah mileage should definately be better than that. When it's warm out and I'm on the highway, my navigator sits at 37-39mpg all day, and it'll be a few mpg lower yet if I'm fighting a wind. In winter it's usuallly in the low 30's like 31-33. This is in my 87 tbi 3sp daytona. I'd imagine your shadow should be getting pretty much the same mileage. Checking for brake drag is a good idea though I don't think that's very likely the problem, but it is possible. In winter my daytona is lucky if it gets up to the 1/4 mark on the guage. In summer maybe around 1/3 unless I'm sitting in traffic. If you can't find the problem it may be time to spend a few dollars and take it into a shop so they can put it on the scanner and see if there is an electrical problem.

My '92 Sundance(R.I.P), 2.5 5spd, gutted cat and 2.5 exhaust, got an average of 26.6mpg. I drove the crap out of it(ended up flippin' it goin over 100). Once I took a 4 hour trip to a car show going about 85-95mph the whole time and still got 27mpg! I miss that car!

Three times end over end, and landed it right side up back on the road. The whole car was twisted so bad that on flat ground the right rear tire was over 2 feet from touching. I was in the hospital for about a week. No broken bones or fractures just some torn muscle in my back. Lesson learned. Cheap tires suck! Early that day I had swapped out my 225/50/15 Kumho Ecsta Supras back to my stock wheels and tires(185/65/15) to save wear on my good tires. The car would have stuck the corner otherwise but those crappy tires broke loose. I wasnt planning on driving fast that night but something came up.

My 92 Shadow ES 2.5 TBI gets 28 MPG around town and 32-35 on the highway. 5 speed is where it's at.

Hell, car has 166,000 miles on it too and still runs like a champ.

my 91 spirit 2.5 3speed usually get 17 in the summer(last time i looked and it was before any mods i think) mostly city....but i beat the %#$! outta my car on a regular basis

I just ran a mileage check on my 83 Aries. It has been progressively getting worse since summer, and my last tank I made 13/15 mpg on it. (Depending on whether I use Imperial 4.5L or U.S. 3.78L gallon) I have been saving a long time to drop on a 32/36 Weber and replace my computer controlled distributor with a full mechanical one. My car is rated for 41/25 hwy/city no reason why it's not getting that. At least it's good to hear I'm not getting the only rotten fuel mileage! My brother did some quick figuring, and it would be cheaper for me to drive his Ramcharger with a 300 hp 318! That's very frustrating! Good luck with finding your problem!

By the way, what MPFI can you put on a Dodge? Would that be something along the line of Megasquirt or is that what the turbo 2.2/2.5's used?
