The stock motor was a 2.5....The 2.2 NEVER came in a Mini Van
The turbo version came with 150 hp stock...
Best thing you can do is put on a 2.5 inch diameter exhaust and good muffler.
Then a K & N Air Filter, good spark plug wires, new tune up, and a perf computer. That will move it to the tune of some 15.50 range.

okay heres a pic of the motor if that helps http://img394.imageshack.us/img394/5360/cimg01996wk.jpg
it already has:
-Powerstroke Diesel Intercooler
-1st gen DSM BOV
-recently rebuilt 85 "G-head" (stll have the original head, as well as the 89T1 cam and roller followers or whatever they're called
it says the boost is set at 10psi
So going off of those mods what should I do? I want like mid 14sec van

get a 3 inch exhaust instead of a 2.5 inch, because you probably will upgrade that turbo later on

What turbo do you have?
If the mitsu, you will have to max the boost out of it. You will need to run either a custom cal from www.******************** or www.fwdperformance.com, 255 walbro pump, 3 inch exhaust, auto tranny mods per stickies in that section, slicks or drag radials.
Now, if you don't get a cal, you need to run +20's, AFPR and play with your fuel pressure until you get it right or run the stockers and cold starts.
To run low 14's, I ran a modded tranny, hi stall converter, 3 inch exhaust, stock garrett TIII turbo, small to medium intercooler, +20's, 255 pump, AFPR and 23ish psi. I managed 14.1@95 on street tires, but I got lucky.
Oh, and this was with a 2.5L and swirl head.

Ok, you have a Garrett, which is good. If you hitting a cutout, your hitting the computers overboost cutout, which comes in around 14.7 psi to prevent you from destroying your engine.
The ported and polished head is good but unless the porter knows what he's doing, it will be a slight gain, our head suck ass. Gutting is good, less weight, faster van.
+20's is oversize injectors, they flow 20% more than stock. AFPR is an adjustable fuel pressure regulator.
Seriously, you should go to this site and read it a few hundred times, it will tell you how to eliminate the cut-out and other basics.
www.thedodgegarage.com and scroll to the turbo database section.

Hey, if we only had some moderators in here, this could be moved to the correct place.....Instead of the N/A section.....
