Why is my 89 Acclaim surging at light load/light throttle?

had a couple of codes, 15 and 21

Everything seemed fine until I busted through some big snow drifts.

The car acts lean, until I get into the throttle really hard.

Code 15 is VSS and 21 is a Shorted O2 Sensor.
I would start by looking at the wiring to see if anything was damaged since both are towards the back of the engine/trans.
