I searched google for the stock wastegate actuator spring setting for the 95 Dodge Ram Turbo diesel and the magical number I can up with is 18. Is that correct? Is there a place that sells variable spring setting wastegate actuators for the hx35w? Thanks in advance.

So am I correct to assume it's 18 spring pressure? Also, if someone could suggest a site that offers a wastegate actuator for the hx35w under different ratings, that would be very nice (looking for something in the range of 10-14) . Thanks!

I found out that I am right to assume on those numbers, now I have to replace or modify the stock one to accommodate for 10psi to 14psi. Any suggestions?
I was thinking of taking a 10psi actuator and cutting the shaft on both mine and the "new" unit then welding the shafts together or thread one and weld a nut on the other to join the two. Does that sound reliable and do you think I'll achieve my goal?

The daytona will start opening up at 4-5 psi and will behave differently on a bigger turbo. If you leave it with no boost pressure reference it will go to around 20psi.
