Looks like I have not been charged for my Cam gears by tearstone.com so that probably means I will have to wait another 2 weeks after I get things straightened out

it's a vac pump and when you pull vac from the vac inlet of the regulator it's just supposed to change (decrease) fuel pressure, not leak fuel. When it does, the fuel pressure regulator is bad. It explains his #1 plug fouling/saturation because it's the closest cylinder to the inlet.
