What I believe GM did is have a bypass valve. Under low load circumstances it opens and bypasses the compressor....
That said, under cruise (low load) situations. The SC will be compressing, but not into boost ( greater than atmospheric pressure...)

Correct, GM's used a bypass to limit drag under vacuum conditions. I had one in my shop a while back and was changing the belts, so for shits and giggles, I left the SC belt off and loaded it up and free revved it in the stall, guess what, that pulley started spinning pretty fast,
