Ondonti, i found another turbo but its called the T04B. Its a little bit bigger. Would that be better than the T04E?its only $20 more so it wouldnt matter to me.

Not a good turbo either. The compressor is pretty good but the turbine is a full t4 flange and that tubine is huge. Its bigger then the numbers in the ebay ad say...and notice that the picture of the exducer on the turbo says 2.5" (its still bigger then that) which is NOT what the ad information says.

Ok, so basically, what would be the best and cheapest way for me to go without going over $300, but be able to make 300 hp?

You could probably find a used small 16g for that price, or spend $500 and buy a new one from slowboyracing.com. Or better yet, you could buy a new Evo 16g for a roughly the same price.

I was using an ebay turbo before but I cant promise it will work for everyone...or last forever.

You still need to get one that is the right size.

You will not find a good turbo for less than 300 dollars that will do what want it to....unless you find a good used one but still gonna be hard. You can't always pinch pennies and get performance. We dont drive hondas or dsm's that have a HUGE market. Turbos are just expensive anyway though.
