There is a Complete Chrysler Diagnostic Manual for Charging ansd Speed Control Systems,without a Scan Tool you will not be able to properly Diagnois the System.
There are a couple of Basic things to look for ;
Blown Fuse,Improperly Adjusted Stop Lamp Switch,Broken Wires at the Stop Lamp Switch Connector,Proper Vacuum Supply to Cruise Control Servo.
That Vacuum Line Tee's off to numerous spots ;
From a Manifold Vacuum Source it runs to Compressor Bypass Valve,Heater/AC Control,Speed Control,Air Cleaner and Wastegate.

its getting vaccume, and the servo seems to work (it clicks when i hit the crise button) whats the "stop lamp switch"? should there be a light on my dash to say its working?

If you have the Cruise Buttons across the bottom of the steering wheel there is no light.The button all the way on the left is cruise on/off and when it is in the "In" Position the Cruise is "On".the Switch,s to the right are for Set,Accel and Decel.
The Stop Lamp Switch is the switch behind the brake pedal that turn's the brake lights on when you step on the brake pedal.On vehicles with Cruise it is a dual function switch because if you step on the brake the cruise is deactivated.The switch operates both functions seperatly.
With a Scan Tool you can see if the controller is seeing each switch function and activate the relay.
