I have read a lot about everything i can do. Would the Coolent sensore for open loop mode be a problem also. ( I know when i start the van the fan is on ALL the time weather its cold or hot out side. )

The controller on MPFI Turbo uses MAP, Coolant Temp and Air Charge Temp as the major fuel control inputs. O2 is a fuel trimmer.
High Fuel Pressure will also create a rich condition.
Start at square 1, are any fault codes set, running that rich there will probably be a code 52, check the codes and post back.

Yes, all Chrysler fuel injected vehicles have a power loss/ check engine light.
Air Charge Temp Sensor relays intake air temp info to the controller, used on turbo vehicles,some T-1's did not use it. It would be located in the front of the intake plenum with a 2 wire connector.

just because you do not see a check engine light doesn't mean there isn't a code set-
first make sure your check engine light comes on @ bulb check, and if it doesn't, get a new bulb for it. Then with the key entirely off, turn your key all the way to the "on but not crank" position and, then back 1 stop, then forward one stop, then backward one stop, then forward one stop (do this fairly quickly too, and you might have to try more than once to get it (the check engine lamp should light up and then go out when you do it right)). Have a pad of paper handy, and watch the check engine lamp. The computer will then "flash" any codes that are in the system.
the codes will be 2 digit, made up of sets of flashes. The sets of flashes will be followed by a slight delay. so for an instance, code 55 will be "flash flash flash flash flash" pause "flash flash flash flash flash"
