87 GLHS Low Boost Pressure

I just bought an 87 GLHS. The car looks great but doesn't run to good.
I can only get the turbo to give me 5 lbs of boost under full throttle. Then the car seems to develope a miss.
After I start cruising down the road a short piece it seems to run fine.
But the car has low boost and is short on power.

I checked the plugs and wires they seem ok.

Any Ideas what to look for?

Cycle the key 3 times without starting it & count the series of flashes. 55 is end of sequence. Do a tune-up, replace filters, change oil, visually inspect all the vacuum lines & report back with any codes you find with the above procedure . Oh, change the PCV valve, too.
