The biggest problem is that Chrysler stopped assigning fault code #'s in 1990. all codes are listed in the manuals by description only and only a scanner will give you that.
Code 54 on the T1, T2, T4 is fuel sync signal from the HEP but does not apply to a T3.
I have the 1992 Chrysler T3 Powertrain Diagnostic Manual and I looked on Alldata and without the proper code description I do not know what flow chart to post for you.
I can post the Crank/Cam signal diagnostics for a no start but you will need a scanner to do that also.

I found that my Cam Sensor was wearing against the back of the Cam gear. This could have caused it to go bad. I need a new one but they are so hard to find! I have looked all over and can't find one. They are different than the ones in the 2.5 and 3.0. And good luck finding an R/T in a junk yard. Where can I find this sensor?

I replaced the sensor and it's still not starting! I have exhausted all the troubleshooting I know. Where do I go from here? My car has been sitting dead for over a month now and I am getting really frustrated Any ideas guys? Like I said before, I tried replacing the Cam and Crank Sensor, the ECU, and I still do not have spark and I'm still getting a code 54. What do I do?

You need to start at the beginning, obviously something was overlooked.
Again, as I stated earlier you need to connect a Scan Tool and get the Code Description.
(Chrysler stopped assigning #'s to faults in 1990)
Here is the chart for "Qualifying a No Start Condition".
After your preliminary diagnostics are completed let me know what flow chart # you need for the code that is listed.

Well, the thing is I can't pull the codes yet. I've been doing alot of "backyard" maintenance because it is dead and I can't move it yet. I will get it towed somewhere to get looked at next week but as of right now I don't have the resources to do that by myself. Thanks for the information though.

Ok, thanks for the help NAJ. It turns out I was able to find the problem pretty quickly with some help from a friend. It just so happened that some of the teeth on my timing belt got stripped off so it wasn't even turning. The Cam Sensor was good but it just wasn't sensing anything because nothing was moving! I pulled the valve covers and checked the rocker arms to see if I could find any valve movement (bent valves), but everything checked out all right. It looks like no damage was done.
