wowzers- low compression has nothing to do with a code. I suggest you do a leakdown test, compression is getting past the pistons or the valves(maybe valves are not seating?). did you beat on the engine?
Did you check the piston ring gap? dunno what else other than a cracked piston could give such low compression.

sounds like you might have a warped head or bad cylinder hone. did you use new headbolts?
can take the valve cover off, remove the cam followers, and take a 1/2 in drive extension and a large hammer. place the extension on the valve tip and smack it good with the hammer- the valve should go down and snap right back up. they should also be at the same height- if any of em are hanging down lower you have somthing binding the valves up. the 8 valve heads have a problem with the guides dropping down out of the head, and will put the valves in a bind when that happens.
if they check out ok pull the head, and check it for warpage with a straight edge and a feeler gauge. no more than .004 warpage is allowed at any point. check the combustion chambers and mating surface of the head for cracks.
you also stated you saw somthing wrong with the cross-hatch pattern in the bore? what did it look like to make you think that? did you take any pics? if you end up pulling the head off take pics of the head, and cylinders so we can see whats going on

Um, wait. You have a freshly rebuilt engine with NEW piston rings. You ran the car for 10 minutes then shut it off. Then you drove it for 45. At any point during this process did you follow proper ring break-in procedure? If you drove it normally without seating the rings then I would expect your compression to be a bit off. Not trying to be a jerk, just need to know it was done right so we can eliminate possibilities.
When you did the compression test, was the engine warmed up? Did you have the throttle plate open while cranking? Did you let the engine roll over a few times to build up pressure? Lots of maybes here. We need more info on exactly what you did and what you found when all this happened.

Ok have you driven the car yet or are you saying it has lost compression just from sitting in the driveway idling ? because with those compression readings the car shouldn't even start.

That's what he's saying. He took it for a drive, then when he got back it wouldn't restart. At the no-start condition, he had those compression readings.
Did you have the head checked when it was off to make sure it wasn't warped or cracked? If you're absolutely sure those are true compression numbers then you have a major mechanical problem. It has to come back apart. No other way around it.

Did you verify the timing belt is still installed correctly and didn't jump a few teeth?
