I assume you are saying the tach and speedometer are intermittantly inop but the individual volt, temp, fuel gauges work fine.
What engine?
Digital or Analog Cluster?

I'm going to guess with 99.9% certainty that it is an anologue cluster.

I'd check your grounds #1, and #2 I'd make sure the BCM doesn't have any moisture in it. That thing will do some weird stuff it it does get a little water in there. It's been known to happen. Also gives you a chance to inspect the plugs and their continuity to the dash...

The BCM is located behind the R/S kick panel.
There were 2 differant analog clusters used, a base and a high end.
Here is the diagnostics for the gauges and the cluster connector pin outs.

1990 Dodge Daytona L4-153 2.5L SOHC
Vehicle Level Instrument Panel, Gauges and Warning Indicators Tachometer Testing and Inspection
Testing and Inspection
1)Remove cluster.
2)Check for battery voltage at cavity 8 of the instrument cluster right side connector.
3)Turn the ignition switch ON and check for voltage at cavity 9 of the instrument cluster right side connector.
4)Check cavity 14 of the instrument cluster right side connector for continuity to ground.
5)Check for tachometer signal from the engine controller by connecting an AC digital voltmeter between cavity 6 of the instrument cluster left side connector and ground. A reading of at least 1.0 volts should be present while the engine is running.
If voltage is within specifications, go to step 7.
6)If there is less than 1.0 volts at cavity 6, check for continuity between cavity 6 of the instrument cluster and pin 43 of the engine controller connector.
If continuity is good and no pins or terminals are damaged, replace the engine controller.
7)If all tests performed good, replace the tachometer drive module.
8)If the tachometer continues to be inoperative, replace the tachometer assembly.
