Burning oil problem

I'm burning about 1 liter of oil per gas tank (250 miles).
I just had the top end and turbo rebuilt. I am finding oil in the bottom of the intercooler. Where is this comming from?
The turbo?
Why?
is it possible my PCV system is not hooked up right and the pressure is building and pushing the oil past the turbo seals and into the pipe.

Any info is much appreciated

Is there any signs of oil on the plugs?
1 or more?
When you remove the PCV Valve with the engine running is there good engine vacuum?
Is there signs of blowby when you remove the oil cap or air cleaner breather tube?

-The plugs look, ok,
-When I remove the PCV valve there is good vacuum,
-How do I check for blowby? Sorry, new to some of this stuff.

If you remove the oil cap or breather tube from the air cleaner with the engine running and a lot of smoke is present that is blowby and usually indicates a lower end(rings)problem.

Does the car smoke at idle at all..?? Usually the turbo seals are shot and dumps oil thru the whole system.

dosen't smoke at idle, only when I am on the gas.
I think maybe my return line has a problem.
It does not have any blowby.
I appreciate all the input
