If you do replace the HEP again DO NOT bend it down the side of the distributor as the factory had it or internal damage to the wiring will occur.

Which one of the connectors am I testing, one of the HEP connectors or one of the onnectors from the vehicle harness that the HEP connectors go to?

"Loop" the wiring to the engine harness, no sharp bends.
Actually I wrapped the harness in electrical tape where it exits the cap and sits on the distributor housing to strenghten it and used split wire loom around the wires and secured it to the engine harness with smalll wires ties to keep it from moving.
If you tape the wiring leaving the distributor the water shield will have to be left off.

The Gray connector is the Fuel Sync side of the HEP.

I'm not sure if I said that this is a dual HEP setup and not sur if which side I'm supposed to be testing. also I see the flat side of your distributor housing is facing forward as is mine but my HEP wire sets are coming from the front of the disributor and ir appears yours is coming rom the back?

All turbo's are "dual".The Black connector supplies engine speed(crank/rpm) info and the Gray connector supplies fuel sync(#1 cylinder) info to the controller.
Mine is coming from the L/S (driver side) of the distributor, as far as I know unless something is different on an 85 they all exited the distributor in that area, there is a notch in the distributor cap for the HEP wiring.
I assume your auxillary shaft is properly aligned, the distributor is in the proper position and firing order is correct.

just noticed that one of the wires that was missing. Now I get code 22 coolant seno voltage low or high. still 54 also.

That is pretty easy to test, with the key on/ engine off remove the connector and probe the 2 terminals with a voltmeter, should read 5 volts.
Post back what you get.

I got 4.90 on the sensor at the thermostat housing (not sure if there is more than 1 sensor).

Thats the one and 4.90 volts is good. The wiring is good.
If your code 22 is a hard fault the problem is with the sensor itself or a connection/terminal integrity problem.
With the key on/engine off and the sensor connected backprobe the connector with your voltmeter and read the voltage,since the engine has not been started the voltage reading should be the same as your air charge temp sensor or you can check the voltage tables in a "sticky" in the "engine management" section.
What did you find with the HEP problem and your code 54?

well because the wires had been cut and there are no factory connectors for the black connector off the HEP they had been spliced back together. Don't know if they are correct. But there was one off the gray connector that was not connected to anything and after starring for 2 hrs at your diagram I figured out it was the red off the HEP so I spliced it to the second red off the HEP. but no change. Stupid question, would I need to be clearing these codes as I correct different things?

Now at the coolant sensor I get 3.00 with it hooked to the sensor. The HEP terminal 1 8.50 and terminal 2 3.40

I just noticed something a few posts back (will not cause code 54), however, the fuel return line SHOULD be connected to your fuel pressure regulator.

In reference to the HEP wiring concerns:

Have you removed the wireloom and friction tape further back in the harness for inspection?

Yeah getting ready to change the plugs. I think there is a loose connections in the one.
