how are these operated? is it vacuum or motor?, mine say open half way right now, however there is no power connected either at the moment

What is most likely the culprit is the clutch in the door motor is fragged. It's an easy fix. Simply remove the motor, and take it apart. Inside you'll see the main gear that moves the shaft that operates the headlight doors. On one side of that there is/was a type of clutch that used pieces of soft rubber that most likely has disintegrated. Simply fill these voids with something solid(I've seen JB Weld used, spare hex nuts, pieces of rubber, ect.), put is all back together, and provided that the motor is good, the control solenoid is good, and the BCM is sending the signal to the solenoid, you should now have working headlight doors again!

If not...start tracing the system. You are fortunate in that you don't have the HCM to worry about like the '90 and previous cars did. The motor is controlled by a solenoid in the PDC under the hood. That is sent a signal from the BCM in the passenger footwell. The BCM gets it's signal from another solenoid (IIRC) in the driver's side footwell that is activated by the headlight switch on the gage bezel.

Well, in that case it could be both the clutch in the motor and the HCM(located in the center of the dash under the plastic cover on top).
