need help bench testing a digital dash

Just as the title says I am trying to see if a digital dash is good. It has been setting for about 14 years. I am hooking the positive saide of a battery charger to cavity 25 (12V battery) and 26 (ing feed). The negitive side is going on 20 and 23 (ground) All it is doing is flashing. I want to illuminate everything, or at least the milage. I can touch a few and get turn signals, high beam, check engine, but they flash also. I know somebody out there knows. Thanks
