Do the valve covers on T1's fit on the T2's? Are they the same thing?

Not really, the PCV system on the log T1's is different from the 1 piece T2/T1.. So the valve covers are not interchangeable without some work. Besides, the 1 piece gasket on the later valve covers is soooo much better.

the valve cover should fit from a 2.2t1 to a 2.2 t2, 2.5t1 to 2.2t2 there the same thing except for color

Physically they fit but the PCV tube is different. The early TI's have a 90* tube, and the later TI and TII & TIV cars have a straight tube protruding from the valve cover. Also the 89 and later valve covers use a 1 piece gasket.
