Baormetric solnoid supposed to be plugged?

Is the nipple on the barometric solinoid supposed to be plugged? Mine is but somthing tell me it isnt supposed to be. I am talking about the nipple facing the left if you are standing in front of the van looking into the engine compartment. The other line runs to the MAP sensor. If I am wrong am I causing anything adverse?
