to be honest, starting with any T2, especially L and P bodies, 1000 dollars will get you REALLY far. This hypothetical isn't that difficult unless we're talking 12s

Yup starting with a T2 car already you can get mid 13's with a grand budget.

Like others have said-

3 bar map $75
socketed SMEC-$75
Chip burner-$50
+40's-$150
open downpipe-free
manual boost controller-$20
walbro 255 pump- $100
Slicks- $300 new, $200 for decent used
rear air shocks-$60

Thats like $900 there. Save the other $100 to replace the headgasket/headbolts then after you boost 20 PSI on parts that have been boosted 11 PSI for 100K+ miles.

thats what i have and i did a 5spd swap, +20's, fwdperf stg 3 pcm fresh tona engine with i/c radiator swap, straight pipe 2'5 exhaust, fresh t-3 turbo. with the auto trans and junk stock turbo i was running 9.6 in the 1/8th @ 70-71mph.not too bad. fast enough to eat some rice and a few stangs!

In theory it's easy. In reality going 13.0 isn't that easy with a heavier car. If it's so easy I'd be running 13.0 years ago. If you are really good at tuning then it's a plus. If you can get a good cal or burn your own it's a plus, but for many of us it's not easy. I've spend hunderds of hours and dollars and I'm still only a high 13 second car. These are also old cars, and other things break. I've got +40's, S60 tubo, 3" downpipe, 3" wastegate, ported +1 head, forged pistons, ARP hardware, Adj FPR, Custom 3 bar cal, slicks and still only a 13.7 @101. Maybe I need more boost, maybe 18 psi isn't enough for a 3000lb car. I think it's the cal, I'm going to hook up the OTC scanner and try to datalog and see what's up, but my EGT's are always high 1550+. I have a wideband, but tuning is what's missing. Also having clutch issues. Last clutch I paid $300 for won't hold the power. Need to try the 4 puck. The point is, it's not that easy. 13.0 @ 105 or 108 (whatever the MPH) isn't easy. That's some serious speed.
