Smoke from exhaust... What could it be?

I know it could be the piston rings but what else? I will give a quick summary of the car: It's an 87 Shelby Z my brother had. Oil pump went out and he blew it up 5 years ago. Had some ignorant hillbilly mechanic rebuild it and when he got it back it was pouring black smoke out so the guy talked my brother into thinking it as the turbo and my brother bought a rebuilt turbo from Turbo's Unleashed and the hillbilly installed it. brother picks the car up after that and its doing the same thing but the guy told him it would clear up. My brother was 17 and pretty ignorant so brought the car home and drove it a few days. Max speed was like 50mph and it was obviously running super rich. Guy won't answer the phone or the door from then on out (does mechanic work out of his house/garage) so my brother gave up and got another car and parked the Daytona.

2 years ago I buy the car from him for $225 after it sat in my dad's back yard for all that time and I check the timing and its off badly so I pull the belt and reset it. Fires up and runs pretty decent now considering it sat that long but now its blowing out blue smoke pretty bad. Bad enough so that I dunno if I should drive it on the road. Sometimes its worse than others. I would think my brother never put 500 miles on it since it was rebuilt so I wonder if the seals and rings and such never seated properly or something? Is there anything else that could be causing it besides the usual bad rings? I need to get a compression tester and check it sometime I guess to rule that out but wanted some hope

If it is a problem with only the oil rings a compression test will not show anything.
Are all or any of the spark plugs oil fouled?

I hadn't really checked the plugs lately, I forgot about doing that. I know they're not fouled but might be oily. I am not able to even drive the car now because I have about 100 things to fix including ball joints and needing front tires right now so I haven't been able to put a lot of wear on it yet to find out certain things.

It would certainly help you to know weather it is all cylinders or only 1.

A bad mechanic or a bad tune can mess up an engine pretty fast

Ok guys I will go rent a compression tester from AutoZone and report back with the results and also take a pic of each spark plug to see what they look like. Stay tuned! Thanks again guys!
