best answer is dont drive. carpool, plan you trips, keep tires inflated, keep engine tuned up. drive like a grandma. get a car that gets better fuel milage (what i did). lighten the car by removing any unneeded weight.

if you are gullible, get an hho converter you see on ebay and on CL. it will lighten you wallet

For an Omni I recomend a fiberglass nose cone bolted to the front of the vehicle....

i've aways wanted to build a robotic arm off the front of my car and have it grab onto a semi. the truck would never notice my little car back there.

You have to think are you doing this for fun or to save some money. Spending 100s on mods that may save a $ or two per fill will take a very long time to pay back.

Tire pressure is huge. The % difference in mileage from underflated 25psi to 35psi is huge. (Forget what it is) I over inflate mine to 50 in the back and 45 in the front. Realize that this will have an effect on traction. Kind of the point if you are trying to improve mileage though. Driving habits can account for an easy 15% increase. More if you are an anal hyper miler.

If you want to play. A larger exhaust will help. Anything that makes the engine more efficient, frees up wasted whp. ST valves from Metric Mechanic can be good for about a 15% plus better flow a few %. Raising the C/R helps make the engine more efficient. Doing your own cal, standalone system can find some wasted fuel as well.
