You need 4 things for combustion, fuel, spark, air, compression at the right time in the right amount.
Obviously you are missing one or more of the 4.
Compression is a MINIMUM of 100 psi with the lowest being within 25% of the highest?
Spark is consistant and strong? A bright blue spark when holding wire 1/4" from a good ground and cranking for 10 seconds?
Firing order is correct, wires are securly seated in the distributor cap? Plug gap is correct? Plug insulators are not cracked? No arcing to ground? Wire resistance is within specs?
Injectors are actually pulsing and allowing fuel into the cylinder? The vehicle fires the injectors in groups, 1+2, 3+4 so you are sure you have power to those injectors and the ground side of those injectors are good? Did you connect a noid light light to be sure the injector is actually being pulsed and the controller has control of those injectors?
Are there any fault codes for injector control circuit?

If you have fuel, injector pulse, spark and compression and everything is in the correct amounts and at the right time your next step is to remove the valve cover and be sure all the valves on the affected cylinders are opening and opening properly.
