small starter wire hot?

I have a 89 mini 2.5t
i bought it from a kid who did some things to it. it was not running when i got it.
He added a relay that connects to the fan relay and to the small post to the starter. it that post hot when the van is runing? i think he did some fan mod to have it run when the key it on. i dont want to hook it up and fry some shit right after a fresh rebuild.

small one ? no, only when starter relay is being energized, ie when starting
big one ? HOT

i tryed to start it with out the wire will not kick over hooked it up she turns over like a champ. maybe the stock relay went out so thay bypassed it? lol i will have to leave it for now
