Do our cars come with rev limiter?

My 89 Daytona cuts out at about 4300 rpms. Not overboosting, it cuts out even at a cruise. It cuts out then comes right back, then cuts out and comes back. Drops about 300 rpm then comes back. Kinda like a studder. Does that make sense? It feels like it wont allow a higher rpm to be achieved. Even when I push it hard in first or second it does it. My car is currently an automatic and has a stock computer. Fuel injectors are +40's with an AFPR. I still have some tuning to do to the fuel system, but my base tune has fuel pressure at just under 40 psi at idle. Any lower or higher and the car doesn't seem to idle well. Any ideas??

HEP? More info please. I know what the HEP is, but why would that effect the rpm's? I wanna understand the problem as well as the solution. Thanks Detobais.

just guessing based on your description ; sounds like an ignition issue (not fuel) to me; presuming you have good plugs/wires etc, thenn HEP would be where I looked first

HEPs have a variety of failure modes ; usually they give you some warning before failing completely, like cutting out when HOT, or cutting out at high-RPM ; they can be hard to troubleshhot because they dont always fail completely; may or may not throw codes...

I always carry a spare (used, known good) in my glovebox with a Phillips screwdriver

anyhoo - the TDs do have a 'rev limiter' ; fuel cut-off at 6250 RPM IIRC

i doubt its cam timing ; that would cause it to run out of power at hi rpm, not cut-out completely
