I am noticing some of the cars with A/C don't have that silver can where the high pressure tap is. Is this a hose difference to fit in the certain car it goes into, or some sort of replacement hoses?

replacement hose my 89 sundance was converted to 134a and this hose was put on,

What kind of car is this on? the angle is throwing me off really bad. Also, you could run a type of magnetic clutch on the water pump that engaged the water pump to the crank when the car is on, then disengaged from the crank when the car is off. Once the car is off the electric pump would kick on and spin it until the turbo and engine are cool.
