I'm gathering parts for the conversion after the engine is done and need to know how to get the 3" pipe to connect to the smaller turbo outlet. How much is that part? Is it a simple bolt-on?

You could use a 3" to 2.25" (or whatever the downpipe size is) reducer from Autozone. I suppose you could clamp it, but welding would be a better idea.

You can even borrow my little MIG fluxcore welder. It works pretty good on mild steel.

But I think you'd be better off with the bigger swingvalve to match.

the part that connects the turbo to the down pipe is the swingvalve.
all 89+ turbos have a 2.5" swingvalve already which will mate up to a 3" downpipe ($125) with no problem. you can buy a ($200) 3" swingvalve (and the downpipe) for even more flow from www.********************
