So I found out my O2 is pretty much stuck there for good. So I was thinking I could buy a O2 bung and have it welded on the downpipe, are all threads the same size? And is there any issue with having it on the DP instead of the SV?

One last thing, how can I seal up the hole that was left from the old O2 breaking off right before the hex head(right now the O2 is stuck in the turbo with only the "nut" part showing), does it even need to be sealed?

Before you do all that, did you try and heat it up witt a torch to try and expand the surrounding metal? Also, try and use a really good penetrant before you do all that. I'll let some of the other guys chime in with more ideas.

Or just pay a shop an hour of labor to do it.

Its up in a tight spot to get a conventional o2 sensor socket on there. Handy tools would include a ratchet that has a swivel handle and/or a 5-point "crow foot" wrench. Or maybe remove the swing valve and get the sensor on the bench and give it hell there.

With the right tools, I've never had an oxygen sensor not come out. That doesn't mean it didn't take a lot of force though. Impacts do the job very well.

I have my wideband o2 sensor in the downpipe, and it works awesome there. It is maybe 4 inches downstream of the stock sensor. Keep in mind that it is best to keep it as far upstream as possible though

OR I will sell you the "official tool" in pic for the $25 I paid for it.
You just smash the porcelain top of the old O2 since it is bad and put this wrench on. The official tool is good for saving good O2's. the sockets do not apply all the force at the hex location. A wrench does and there is much less chance of breaking off the hex part. Yes I cut a brand new $18 wrench. It would have been a lot cheaper if i hadn't first broken the $18 socket they sell to do it.

Have you tried to pull the wastegate off, and put it on a work bench? It may sound like a pain, but once it is off, you can fornicate with it as you please. A vice and torch work wonders.
And ya, you can weld a bung to the down pipe. When you get it out, the O2 that is, make sure you glob a lot of antiseize on the threads before you put it back in. Don't rely on the small amount already on the threads.
I see you're from Nebraska also. If you were close enough to Crete, I might be able to help you.

I have tried the heating method, it was heated red hot. Also tried liberal dousings with PB as well as using various sockets, wrenches, pip wrenches, vise grips, breaker bars, etc. So I think I'm just going to weld a new O2 bung in.

Oh, and after breaking one bolt off on the swingvalve I decided to not try the rest, lest my wastgate falls off.
