I would not blame anyone in Pa for emission requirements. This actually comes from the Federal level. If all the states do not comply with Federal emission guide lines, they get cut out of Federal money for highways/road repairs etc.
I bet you didn't know about the 1500.00 fine for removing your cat. A friend of mine found out one night street racing. He has a Mustang 5.0 with the "H Pipe"....no cats. The car was impounded and he was fined. Expensive night. You guys in Pa are just now catching up with what is going on in the rest of the country. In Md they have been hard on emissions for some time now.

And yes I know a lot of people that didn't get busted with the hefty fine, but I guess they wanted to make an example with him. Yea I told him it was just because it was a Mustang lol. But when I go out to see the midnight races, Sometimes I still see cars get impounded because of NO CATS.

Also, any shop that inspects your car without a cat also gets a 5000 dollar fine!

Tim_K - You said that all cars even if exempt(74-older?)have to have a cat? Heck thats the reason I bought my 73 cuz it doesn't need a cat. Where di you here that? If it's true that sucks. I don't think so cuz I had several shops tell me that 74-back were OK without cats.

its always been that if your car came w/ a cat you had to have it on your vehicle. so that would be 73 and up. this new visual inspection is more of an effect on egr, air pumps, etc...

so if your supposed to have it(i believe t1's are supposed to have egr) just make sure its there. as for cats., as long as they're there, i don't care, and i don't wanna know if they are gutted just have them there

as for lieing about the miles you put on per year, that wouldn't be hard to be found out because your new and old odometer is recorded. any tech w/a brain would be able to tell how many miles you put on a year pretty quickly

Yes i have my inspection license, and so has my father(since 1969) i know the general public dosen't like this but the shops should, it means more money, but if you don't like it, its just tough thats the way it is. and it will only become tougher when it comes to emissions, nothing that can be done

If the vehicle is old enough, you can get classic tags and that makes them exempt from emissions, but i don't believe that applies to the majority of the td's out there.

Don't get mad at me, i'm just stating facts and i'm not telling you what to do, just what maybe passed

My 73 has NO cat.

A classic is anything 15 years or older, so I could get my 87 to be a classic.

Yes, the pre-75 cars don't have to have a cat on them even with the new law.

There are ways around the inspection sticker mileage problem. Swapping out the speedometer cluster for the sticker is one way. Another is that almost every time I've gone for a sticker, the mechanic asks me the mileage and I tell him, adding that it's under 5000 miles since last year. Then they just take their razor blade on a handle out to the car and destroy the sticker in the process of scraping it off.

The mechanics in my area are a bunch of idiots that I wouldn't trust to put air in my tires properly.

Usually the mileage numbers get faded during the year it's on the car, but if it is readable, you can always smear it with a pen or something. I've never had anyone give me any static about it.

And regardless of if there's a fine or not, my cars will NEVER have cats on them. I'll worry about it when they catch me! Then I'll play dumb like I didn't know and say someone else built the exhaust for me, or that I bought the car like that.

if your lieing bout your mileage, and you sell the car it will show up in places like carfax as have rollback,

your old mileage is already recored from the year before, the serial number on the sticker is to be wrote down if you can't read the miles on the back of the sticker so your miles per year can be figured.

73 and up vehicles have egr valves, air pumps,etc... which would be required under this law for emissions

I don't have air pumps. I have EGR, but the law says 74-older are exempt totally so they don't even have to check for emissions stuff at all, right? Atleast thats what I've been told.

I don't mean turning back the mileage permanently, only for the test if you do it that way. The mileage (speedometer) gets changed back to normal after the test to show the true mileage.

my first car was a 1974 mustang cobra, it had cats on it, it was the first year for mustangs and cats. i got a warning for not having cats on it 4 days after i cut them off. i thought there was a federal law that mandates cats on '74 and newer cars, maybe it was '73.
