The nut on that one should have a little plate welded to it. So you should only have to turn the bolt end. If it's hard to start then spay it w/ your favorite rust remover. You have to be careful not to break that little plate off.
If you do break it off and it just spins then you can try using a flathead or something similar wedged up in there to hold it in place while you back the bolt out. And if all else fails an angle grinder can fit up in there if you're careful, or work at it with one of those little hacksaws.
I've had to grind/hack one of those off before myself... not fun. Well at least not after the first hour...
