Okay, I suggest you begin with the simple bolt-on upgrades rather than opening up the engine and/or buying more expensive items. Why? Because it will be easier, you'll maximize your bang for the buck ratio, and you might end up being satisfied before blowing lots of money.
Upgrade #1 is always the exhaust system. At the very least, do a cat-back with a straight-through muffler (such as a Dynomax UltraFlo or a Magnaflow). If you've got a few extra bucks, upgrade to a high-flow cat as well. Installing 2.5" pipe will be sufficient with the stock Mitsu turbo, but if you
really think you'll upgrade your turbo later on then going with 3" pipe now will be beneficial.
Upgrade #2 will be adding an intercooler. You have numerous options; for best results choose one which has low pressure drop through the core. You'll need to get a little creative to run the piping, but your efforts will be rewarded.
Upgrade #3 is simple: install a Grainger valve set for 13 psi. See the manual boost controller page at the web link others have posted.
On my current '89 Caravan (same engine as your car), doing these three upgrades cut
two full seconds off my quarter mile time. This will make your Shadow feel llike a whole new car.
