Waste gate hole?

Ok, heres my problem. My car tends to have a weird boost fluttering issue when the boost is over like 20psi. There are no boost leaks the BOV is not leaking (even took it out to be sure) and I am running the spearco the FWD and TU sells. The turbo is from FM. Its a TO4B 57 trim stage 3. Now I have heard rumors that other people ran into this same or almost same problem because the hole in the exaust housing where the flapper for the swingvalve seals is to small and can not pass enough exaust and thats the cause for the flutter. U can also hear the fluterring sound, It sounds like compressor surge but under boost. I thought I saw a thread on this a while ago but I cant find it. Please help!!

If you are using a 3" SV that is a possibility. I have boost creep for that reason and need to port the housing to match the SV puck.

usually if the hole is too small it'll just creep. Not flutter.
