Question about waste gate

I found this on ebay and I was wondering about the "welded shut" waste gate hole, what would this do? Can it be down to an older garret TO3 or a mitsu?

This would cuase your turbo to overspin terribly to the point of failure. You would need to either undo the internal wastegate welding (pita) or run an external wastegate (also pita). It can be done to any internally wastegated turbocharger. Why would you want to weld your wastegate shut? I think he forgot a coma or a period, the porting and polishing is supposed to help it spool up, not the internal wastegate hole being plugged up.
