Arrow Lots o' boost...big problem

Its hard for me to say I am not liking this... but the overboost shutdown kills the thrill So I bought an 89 Spirit T1 for $100 and slapped on a flat head and hg. It runs great now but if you go 3/4 or WOT it makes this awful 'kacking' noise then the RPM drops. A second later it will pick back up and it happens again. Anything below 2k RPM the car runs crazy good...anything over that and you are in a bucking bronco that can't keep the tires from spinning. So, I think it is just overboosing? The cheapo boost gauge I put in the car says when this happens the boost jumps from 8ish to about 20...lol. The tires light up and then it starts. Its fun for that split second when it is like being strapped to a rocket. So, what can be done about this? The car has 95K miles on it and I have all the records. New the previous 2 owners personally, they never fooled around with the car. Just a plain ole' stock Mitsu T1. Any ideas or "things to check" would be great. I'm looking at the WG solenoid with most suspicion.

I woudl check the obvious. Make sure the wastegate is functioning correctly and all the vacuum lines are in order etc...

The vac lines were hooked up fine per the diagram. I might need to check where they go under loom and make sure none of the plastic ones cracked. Where would be the places a crack would occur that would cause this? Also, how do you test if the WG is working? I have a spare out in the building so that would be ok if it took a dump.

Find the line that runs to the wastegate actuator. Undue the source end and use an air compressor to blow air down it. If it gets any pressure it should shut the wastegate. If it just blows air then it needs to be replaced.
