Your Omni's trans isn't as strong as a turbo unit. You could get away with running low boost on it for a while, but 15 lbs will likely grenade it. You'd want the trans from the van if possible. It should be okay at 15 if you put a good cooler on it and don't make a habit of beating on it.
If the van is an 89 then its harness would plug into your Omni, but it is much shorter and won't make it through the firewall. You might want to find one from a Spirit or Shadow. You will have to rewire the lights and I think the windshield wiper circuit. Someone that's done the conversion will have to chime in there. A GLHS or T will have an older electronics setup. You could convert the whole car to work, but it'd be easier to use an 88 or 89 harness.
And just a note, the stock turbo MAP sensors will only allow 14.7 lbs of boost. That's the PSI equivalent of 2 bars of pressure which is all they're calibrated for. To run higher boost you'd need a 3-bar MAP or you'd need to bypass the MAP with a diode. There's been lots of posts on it so it shouldn't be hard to do. But until you're more familiar with how these cars work and what things to watch for, best to leave the boost setting to the computer's control.
It is much easier to just start with a turbo car, but it's very possible to convert your Omni. It's a good learning experience too. Make sure you have a donor car (the van in this case would be ok though you will need some Omni specific parts) and also make sure you cover all your bases as you go: wiring harness, sensors, fuel pump, trans, exhaust, AXLES (Omni specific), and the computer.
