from my work w/ aircraft engines (which pioneered turbocharging) the "gate" nomenclature always refers to the part that actually moves/swings/opens.....like any gate, say on a fence for example

the puck would be the wastegate, from my experience.

(ie: waste = exhaust not used for work, gate = movable obstruction)
